the other Member States shall examine the possibility of concluding similar agreements. 2. Within ten days of the submission of the request for the establishment of an arbitration panel to the Stabilisation and Association Committee, the Parties shall consult the Parties with a view to reaching agreement on the composition of the arbitration panel. 2. The Parties shall enter into negotiations with a view to reaching an agreement on road taxation as soon as possible on the basis of the provisions adopted by the Community in this field. This Agreement aims, in particular, to ensure the free movement of international transport, to progressively eliminate differences between the road taxation systems applied by the Parties and to eliminate distortions of competition resulting from such differences. 3. The Parties consider that the proliferation of weapons of mass destruction and their means of delivery to State and non-State actors constitutes one of the main threats to international stability and security. The Parties therefore agree to cooperate and contribute to the fight against the proliferation of weapons of mass destruction and their means of delivery, in full compliance at the national level with their obligations under international disarmament and non-proliferation treaties and agreements and other relevant international obligations. The Parties agree that this provision constitutes an essential element of this Agreement and will form part of the political dialogue that will accompany and consolidate these elements. .
